The following cases were disposed of:
Com vs George E Stewart - Violation of liquor law, on oath of S M Skinner and others. True bill. Verdict not guilty, and each party to pay half the costs. This case occupied part of Tuesday and Wendesday.
Com vs Dr John J Oelig - Abortion, on oath of Jane Welsh. True bill. This case was commenced on Thursday and closed on Friday evening. The jury was out all night, but failed to agree. Dr. Oelig was held in the sum of two thousand dollars for his appearance at the August sessions.
Com vs John M'Coy - Fornication and bastady, on oath of Susan Laterday. Plead guilty. Sentence deferred.
Com vs Henry Williams - Surety of the Peace, on oath of J P Litzell. Verdict not guilty.
Com vs Samuel Seyler - Burglary, on oaths of James C Patton, et al. True bill. Jury out.

The following persons were refused licenses:

The Grand Jury were not discharged until Friday evening. They were kept very busy during the week. They visited the public buildings in the county and inquired into their condition. They recommend, among other things, that several sunken hearths in the jail be repaired, the repairing of a fissure in the prison wall, the construction of a small closet in the prison for the storing of bed clothes not in use, the furnishing of the Physician's room at the Poor House, the sale of a portion of the County Farm (which contains over two hundred acres), provided those in charge of the business affairs of the county to do so. They further say: "The objections which apply to large farms in general are believed by many intelligent citizens of the county to apply with peculiar force to large farms connected with institutions of this kind." They repeat the recommendation of a former Grand Jury in favor of the construction of a Cistern at the Court House.

A Fatal Accident

Summary: John Harmony accidently shot and killed Frank Spitle while the two had been drinking and hunting in the company of Frederick Fennel. "The cause of this sad affair was whiskey, and the bottle about half emptied, as it lay by the side of the victim, should have conveyed a fearful warning." An inquest was held and Harmony held in jail. "Spitle was a hard working young man, and to a great extent the sole support of his mother's family."

Twenty-five Dollars Fine for Killing a Small Bird

Summary: The legislature passed an act instituting a fine for the killing of any small "insectiverous" bird, such as a robin, martin, swallow, blue bird, or woodpecker.

Summary: The paper reports that the citizens of Mercersburg have raised $120,000 for the construction of a railroad that will connect with the Western Maryland line. It is planned to proceed from Mercersburg to Marion or Kaufman's Station on the Cumberland Valley line, and then on to Waynesboro. Greencastle has made no effort in the project. The paper urges the people of Franklin to support such projects and help take advantage of the mineral wealth of the region.

Summary: The Border Claim Commissioners report that the war damages claimed in the border counties amounted to $1,821,031.04. The amount allowed totalled $1,693,351.51. In Franklin, damage by Union troops to real property amounted to $3,122.22. Damage by Union troops to personal property totalled $19,631.28. Damage by Confederate troops to to real property totalled $22,789.94. Damage by Confederate troops to personal property totalled $793,854.79. The county claimed, in all, $838162.18 in damages, $788,733.99 allowed.

Summary: John M. M'Dowell, on motion of Col. M'Gowan, was admitted to practice in the Courts of Franklin County on Wednesday. McDowell attended Jefferson College and studied law with Kennedy and Stewart. He passed a rigorous examination before the bar.
