The Richmond papers are greatly troubled about the frequent military drillings of the negroes in that city. They say that the respectable portion of the resident negroes take no part in the proceedings, but strongly disapprove of them, and that those are for the most part vagrants. One evening last week, a negro Convention or mass-meeting was held on Navy Hill, to take into consideration "the subject of their grievances." A paper addressed to General Terry, was adopted setting forth that they cannot obtain justice in the city courts, and from the police.
