General

In accordance with [unclear: P] VI Circular No 10 dated Richmond Va March 12th 1866 I have the honor to report that no information has reached me [unclear: tending] to show that by restoring to the State authorities jurisdiction in Criminal Cases on colored persons.

They have been treated otherwise than with impartiality and fairness [deleted: ] the law respecting their testimony carried out in good faith with the exception of the failure to arrest the murderer of a freedman at Berryville and the gross injustice to a freedman by a Magistrate at Staunton previously reported.
