Not having time to visit your division at present on account of recent illness, please reply fully to the following questions which it is intended to have incorporated in my quarterly report for April 7th.
1st What is the general Condition of the Freedpeople?
2nd What likelihood is there full and complete justice being given them in cases where they are interested against Whites?
3rd What is the Condition of the register of Marriages as authorized by Cir 11, and how far is each of the four paragraphs of said Circular Carried out?
4th What are the means at the disposal of the county authorities for taking care of their own indigent poor?
5th How is the Supply of labor Adapted to the demand?
6th What is the Condition of the schools already established, and what the demand for them elsewhere?
