Summary:
Jackson forwards a complaint regarding one party's failure to pay money owed. As
the case crossed division lines, the complaint was forwarded to R.S. Lacey, the
Sub Assistant Commissioner of the seventh Sub-District, and it was subsequently
passed on to J.W. Sharp, the Agent in charge of Rockbridge County.

I respectfully forward claim of Reily McDonald, Staunton against C.W. Oltmann, late of Staunton but now said to be at Lexington (at Washington College in employ of one Colonel Allen. Oltmann gave McDonald an order on Mr. Jed. Hotchkiss of Staunton but he refuses to pay for the reason he has no funds of Oltmann in hand and so states in writing.
