I have the honor to transmit herewith one 70/100 dollars in postage stamps in payment of your account for postage for the present month.

Hereafter you will make out your postage account on form 20. (Quartermaster Department) and forward the same at the end of each quarter, to Captain George Q. White, C. Quartermaster & D.O. Bureau Refugees, Freedmen and Abandoned Lands, Richmond, Virginia
