Bureau Refugees, Freedmen and Abandoned Lands
Head Quarters 9th Sub District Virginia Mr. Thomas P. Jackson
Agent
Staunton, Virginia

November 1, 1867

Winchester, Virginia

Sir

Please inform me whether the detail of an Enlisted man is essential to the proper performance of your duties.

The Commanding officer here objects to sending a man so far, where it will be difficult to furnish him rations and quarters, but if absolutely necessary, will furnish one.

Very Respectfully
Your Obedient Servant

John A. McDonnell
Captain & Sub Assistant Commissioner
