Reports having been received that [added: some of] the agents of this Bureau are in the habit of arresting Citizens to [unclear: answer] trial on groundless charges made against them by the freedmen.
Assistant Superintendents are instructed not to arrest citizens against whom complaints are made except in serious criminal cases where the proof is clear, or the presumption great, unless they fail to appear after suitable notice from competent authority.
