Bureau of Refugees, Freedmen and Abandoned Lands,
Office 4th Division, 9th Sub-District, Virginia. Captain John A. McDonnell
Sub Assistant Commissioner
Winchester

June 23 1867

Staunton, Virginia,

Captain

I respectfully ask permission to engage a clerk at this office until completion of Registration [added: and Elections] in Augusta County. The business of 4th Division is very large and the Freedmen widely scattered and together with the duties of Registering officers I find I am not able single handed to keep up effectively with [unclear: outdoor] and office work

Your obedient servant

Thos P. Jackson
Agent
