Referring to your endorsement of the 5th instant, forwarding letter of Mr. Thomas P. Jackson, Freedmen's Bureau agent, at Staunton Virginia, who requests the detail of an enlisted man as Messenger in his office. I am directed by the Commanding General to say that the request of Mr. Jackson is not granted. You will please so inform Mr. Jackson.
