I have the honor to acknowledge the receipt of your communication of the 15th
inst, requesting that an agent of this Bureau be appointed for the Shenandoah
Valley etc. I will be glad if you will elect from the officers under your
command one that is capable, reliable, and a strong friend to the Freedmen, and
who will see them protected in all the rights and privileges guaranteed them by
law and the proclamation of the President, and detail

him for duty in
this Bureau in accordance with General Orders No. [unclear: 102] War
Department Current Series, copy herewith enclosed
with Orders to report to Colonel
Orlando Brown Assistant Commissioner at Richmond, Va. for instructions, etc. to whom your request
and communication have been referred with a copy of this letter.
