Summary:
Union General in Chief Henry Halleck writes Darius Couch, commanding at Chambersburg, in July, 1863, regarding appointment of officers.

Maj.-Gen. Couch,
Chambersburg, Pa.:

Washington, D. C.,

July 22, 1863

If you wish Gen. Smith to command at Harper's Ferry, Gen. Lockwood should be relieved. You have no authority, so far as I am aware, to place a junior officer over a senior.

H. W. HALLECK,
Gen.-in-Chief.
