Summary:
In December, 1863, Confederate forces in West Virginia and the Shenandoah Valley
opposed a Union raid led by William Averell. In this dispatch, Confederate
General Jubal Early, commanding at Staunton, gives orders to Colonel William
Jackson.

December 18, 1863.
Averell is at Salem, cut off by high water, Fitzhugh Lee and Imboden have gone up in pursuit of him. Dispose your forces so as to aid in the capture. Do not let him come out by Clifton Forge or Callaghan's.
