Summary:
In this October, 1863, dispatch, Union General in Chief Henry Halleck writes
General Darius Couch, commanding the Department of the Susquehanna at
Chambersburg. Halleck orders Couch to send troops toward the Potomac in support
of Harper's Ferry.
