Union General Darius Couch, commanding at Chambersburg, writes in July, 1864, to General William Averell regarding farmers in the Williamsport area returning with their horses.

July 28, 1864.

I hear that quite a number of farmers from neighborhood of Williamsport are returning with their horses; use your own discretion about allowing them to pass the line of Hagerstown.
