P. F. Howard writes Robert E. Lee in May, 1861, to notify him that arms are being
sent by train to Staunton for the use of newly enlisted regiments.

The council desires me to inform Gen. Lee that an order has been given by the Governor for a special train to Staunton to-night to carry the muskets and rifles deigned for Grafton.
