Feb. 19, 1868

Harpers Ferry W.Va

Dear Sir:

I confess myself to have been very slow, but here is what you want. According to law, the school tax in W. Va. cannot be less than 2 [unclear: mills] per dollar, or more than 5 [unclear: mills] per dollar this year it was [deleted: ] [unclear: mills] per dollar in this county, don't know but in the whole state. We are prospering after a manner, I think I may go up to Staunton to buy a pair or two or horses soon.

Very Truly

N.C. Brackett
