I have read the foregoing letter of [unclear: Maj.] Watts I concur in the [unclear: sentiments] he has made and believe that the public interest will be much promoted by the retention of Mr. Waldo at this post of duty, and hope that it may meet the approbation of the appointing power to revoke the order sending him elsewhere.
Very respectfully
N. K. Trout
Mayor of Staunton
