Captain John Taggart, 9th Penn. Reserve Infantry

Monday Morning Sept. 9th 1861

Dear John,

Your [unclear: letter] of the 3d containing a paper of [illeg.] came to hand Saturday evening bearing an envelope "Not sent forwarded" which accounts for its delay.

I would write you a letter in answer, but we have everything packed up to go out to "Big Falls" on a seven days picket excursion. As I may not have an opportunity of writing until my return you must not be uneasy

if you do not hear from me.

In relation to transfer A "Non Commissioned officer or soldier" may be transferred from one Regiment to the other by Authority of the Commanding General. Or a like transfer may be made from one Company to another in the same Regiment by the Colonel subject to approval of the Com Gen.
