I have the honor to submit the enclosed communication of Colonel J.W. [unclear: McEnt--] Provost Judge Richmond, Virginia as forwarded by Colonel Orlando Brown, Assistant Commissioner Bureau of Refugees, Freedmen & Abandoned Lands, at Richmond, Virginia with the request that the freedmen George Whit & John Whit may be arrested and sent to Colonel O. Brown Assistant Commissioner at Richmond, Virginia.
