Summary:
Jackson informs McDonnell that he will not need any rations for the coming
months, and McDonnell tells Jackson in the accompanying endorsement that he is
required to submit the proper form in a timely manner even if no rations are
required.

I respectfully acknowledge receipt of your communication of July 22 in reference to Rations. For reason given in my monthly report of June I have not made requisition for any Rations for July or August nor unless circumstances change shall I do so for September. Hence I did not send any Estimate.
