Summary:
Jackson informs McDonnell that he will not need any rations for the coming
months, and McDonnell tells Jackson in the accompanying endorsement that he is
required to submit the proper form in a timely manner even if no rations are
required.

I respectfully acknowledge receipt of your communication of July 22 in reference to Rations. For reason given in my monthly report of June I have not made requisition for any Rations for July or August nor unless circumstances change shall I do so for September. Hence I did not send any Estimate.

The report referred to within
stated that no further supplies for destitute whites,
under the congressional appropriations, would be required--
You will find by
reference to Circular No 32 series of 1866, referred
to in my letter of 22d inst. and of May 22d last that "Asst
Supt are required to forward to the Supts before the 20th of each month,
estimates of rations needed to issue to destitute Refugees & Freedmen during the ensuing
month. This estimate you have been repeatedly called upon to make, and to
forward with it Provisional Returns for the No. of
rations estimated for.
You will at once make such Estimate; if no rations
are required, send it in blank, and hereafter you are expected to mail it
regularly and promptly by the 18th of each month.
