In compliance with requirements of Circular 10 Series 1866 Bureau of Refugees, Freedmen and Abandoned Lands I have the honor to report that no Criminal Trials involving the rights of Refugees or Freedmen have occurred since my assignment to this District April 3d 1867

I learn that in Highland county, since Refugees have been hardly dealt with at courts held previously, but I have not been able to procure full details on which to [unclear: provide] a report.
