In compliance with requirements of Cir. 10 S. 1866 B. R. F. & A. L. I have the honor to report that no Criminal Trials involving the rights of Refugees or Freedmen have occurred since my assignment to this District April 3d /67

I learn that in Highland county, since Refugees have been hardly dealt with at courts held previously, but I have not been able to procure full details on which to [unclear: provide] a report.
